ESF in 2014 - 2020

During the next seven years, the European Commission and Lithuania will collaborate in the use of European Structural Funds. As of June, 2014 the European Commission signed the Partnership Agreement with Lithuania. During the new programming period for 2014-2020 ESFA will administer investments which will be focused on promoting employment, reducing social exclusion, education, increasing the competences of human resources.

In addition to funding from the European Social Fund (ESF), Lithuania will be allocated financial support from the Youth Employment Initiative (YEI). Lithuania is deploying ESF funding to boost employment and help disadvantaged groups get access to job opportunities. It is also investing in the education system to ensure young people have the skills they will need to prosper.

Across Europe and in Lithuania the ESF is supporting the labour market, helping people get better jobs and ensuring fairer living standards and more employment opportunities for all EU citizens. It is doing this by investing in Europe’s human capital – its workers, its young people, disadvantaged groups and all those seeking a job. Tens of thousands of ESF projects are active in Europe’s cities, towns, rural communities and neighborhoods. They are opening doors to better skills, work, qualifications and a more inclusive society for all Europeans.

The following are ESF‘s priorities for Lithuania and their total allocations:
Priority 7. Promoting quality employment and participation in the labour market (205,64 mln. Euro and 69,17 YEI mln. Euro). Priority tasks:
• Increase employment among unskilled and disabled persons;
• Improve the effectiveness of a public employment service;
• Increase labour demand by promoting entrepreneurship;
• Raise understanding of the society of principles of equality, non-discrimination, disability;
• Sustainable integration into the labour market of young people who are not in employment,education or training (Youth Guarantee).

Priority 8. Promoting social inclusion and combating poverty (230 mln. Euro). Priority tasks:
• Enhance integration, increase participation of persons into the labour market;
• Improve access to and quality of community-based services;
• Reduce health inequalities by improving health-care quality and accessibility;
• Promote the emergence of initiatives enhancing social entrepreneurship;
• Improve local employability and enhance social integration of communities.

Priority 9. Educating the society and strengthening the potential of human resources (362,58 mln. Euro). Priority tasks:
• Improve students’ training achievements;
• Reduce the number of drop-outs of education system;
• Improve the quality and access to the studies;
• Reinforce monitoring, external evaluation and efficient management of higher education;
• Strengthen the skills and capacities of public sector researchers;
• Improve consistency of vocational and adult training;
• Provide opportunities and incentives for lifelong learning;
• Increase workforce competitiveness.

Priority 10. Society-oriented smart public administration (176,89 mln. Euro). Priority tasks:
• Strengthen result-orientation of governance;
• Increase transparency and openness of the public administration processes;
• Improve the quality of services and make them more customer-oriented;
• Improve business regulation environment;
• Improve management of human resources in the public service.
 
• ESFA will administer up to 1 044,29 mln. Euro;
• Additional financial support 69,17 mln. Euro from YEI;
• Two new Intermediate bodies Ministry of Economy and Ministry of Health will cooperate with ESFA while administrating ESF 2014-2020 investments.
